A lot of people think that bargaining is cheap but that's not true entirely. For example, if you are travelling somewhere and the rate is not normalized and if they ask you 2x to 3x then no point in giving that much amount. You have to bargain to bring the price lower. So that's not cheap, that's about giving the fair amount.

Similarly when you go for street shopping, the street shopper will ask you more especially in India. And then you have to bargain it to make it lower. Now why it isn't cheap to bargain because, no point in giving more money to the product you get. If it's not worth it, don't take or try to make it lower so that you will get the fair price which is simply means you are bargaining.
I am not saying that you should bargain with everyone. Don't bargain for 10 rupees or something from the vegetable vendor. But when you are going for atret shopping especially clothes, you might be asked 2x to 3x, you have to lower the price to make it worth the money.
And not only the product but for the services too, everywhere bargaining happens. For example, when you are going for a vacation and getting a taxi, you have to bring it down to the reasonable price and not spend a lot of money in one activity. If it's a regulated then it's fine because you can pay the amount but when it's not regulated you have to bring it doen and that's how bargaing works.
And then there is a art of bargaining. I have learnt this art from my mother. She used to bargain a lot and she used to bring the price down a lot. She used to walk away, and then at last the shopkeeper used to give her the price which used to be less than the actual price which he quoted. So yeah bargaining power should be there and that's an art.
