My thoughts is that, since you're not paying to play in modern, you can continue to play until you finish growing your CONCLAVE ARCANA set, even if it means you'll lose a lot of games without having the needed cards. I think a lot of players are also building their deck, except those who are whales and already have a maxed out deck that is competitive
