FALSE FLAG
Survivors emerged from their bomb shelters to discover streets with no sign of destruction. Instead of fire and bombs, enemy planes had rained leaflets and propaganda on the ruins of the battered city, flooding its streets and urging the population to abandon the fighting with promises of forgiveness and peace.
