Kelan Gaines has 7,191 Regular Foil Cards in circulation along with 979 Gold Foil Cards. It is the last Rebellion Promo Card to be created. Until the next Set is released, Kelan Gaines is playable on Modern and it is a very good Card once you Level it up. Each Card cost 100 VOUCHERs and it appears that not many players purchased the Card. Similar things can be said about previous Cards on the VOUCHER Shop. I'm making this poll to find out the reasons behind player (in)action.
