The primary responsibility is their parents, with the help of the government, but somehow in my society, it is always easier to point fingers at others than to look inside. It is unfortunately, sad.

I think blame shifting and evasion of personal responsibility are a worldwide trend. Education and culture play a big part in the popularity of such a mindset.
