There is a big discussion now going on in my country, it is coming from one of the governors in my country. He produced a policy to force vasectomies for the social welfare recipients. It's getting a mixed response, and some of the people strongly reject the idea.

I am not sure, but somehow some people in my country is still belief in the term "more kids more wealth", it is such an old saying, I think it is when we still force the kids to work from the young age, so that there will be more workforce in the house, it is not about the quality, but more about quantity. I think it go well in the past, where the needs for education, health, food, and so on were not as hard as it is now. For example, for food, they can just go into the woods and get the food from there, or grow it in an unattended garden around the house, but that is not possible now, since most of the land is being used for building and stuff.

Not to mention the expensive education (which is still sadly seen as useless for some people). In this modern world, where education is one of the ticket to get a better job, and then to secure a better life, so education is needed, and if oneis having a lot of kids, than it will be a problem for them, because for food they are struggling, then education will be on lower section on the priority list.

Back with the policy, the Governor only will encourage vasectomy only when the family has 2 kids, so that their financial burden will not be that hard, as the money from the social welfare fund will cover their basic necessities, in hope that they can help themselves to go out from the poverty line.

But they see it as a human right violation, as they see it is a human right to breed as many as they want, but can't take the fact that they are too poor just to nurture and to raise the child that they have.

They only thinking about the fun, but not the responsible. But once someone slap them with the cold fact, they rejected with the human right issue, not knowing that it is only the basic human right for their kids to be raised well by their parents, which will be hard for the social welfare recipient who still asking for help only to continue their life.

The primary responsibility is their parents, with the help of the government, but somehow in my society, it is always easier to point fingers at others than to look inside. It is unfortunately, sad.

I think blame shifting and evasion of personal responsibility are a worldwide trend. Education and culture play a big part in the popularity of such a mindset.
