Layer3 should connect different Layer2 daps for data exchange, for example: one Hive Layer2 dap with one Cosmos-based Layer2 dapp. Or am I wrong?

        Yes exactly , Layer 3 acts as a bridge that connects different blockchain networks and Layer 2. Of course this is a new solution so it needs a lot of testing.
