How is the little guy neat and tidy as well as crazy at the same time?

Around here, we have a habit of calling a wide range of people “crazy”. In some cases, it's people who react or think more slowly than others, and sometimes it's people who have a very strange way of acting, speaking, and thinking.
In the case of the joke, it's a guy of the first type. He looks quite ordinary, neat, and clean, but he tends to be slow-thinking, grasps things more slowly, and sometimes asks questions that can leave the person being talked to and speechless.
Well, that was a memory, and sometimes things happen in reality that, when you remember them, seem like they were part of a segment on a comedy show, or something like that.
