Unfortunately, people have the rights to refuse certain treatments, especially some vaccinations because taking that liberty away, means trampling on their rights. However, more sensitization and stricter laws ought to be placed on this because in the end, others are affected by their decisions, including young vulnerable babies.

True. But I'm thinking, if their rights mean disaster for others; like babies, and in the long run, a larger issue, how do we reconcile that? Well, people have the right. And yes, sensitization should come in to help address this issue.

Usually, if a kid has a health concern which they weren’t vaccinated against in their formative years, they can transmit it to others. However, they are often curable.
It becomes a problem if in the latter years, children contact a disease that has no cure yet but could be prevented by a certain vacinne. Surely, others will be affected and that's the reason strict laws should be made in cases of exception.
