I feel the investigation should be done before donation not after because it tends to make the whole situation a lot more burdensome. I mean if should donate for a particular purpose, giving out scarce resources and still use my resources again to investigate and search for evidence to confirm my donation is being used for the right purpose, does that not seem too much?

I could have easily done investigation to confirm the legitimacy of the donation exercise before donating.
