I'd like to know who all these people are that have the money to buy these places and then never do anything with them. That seems just about as common as someone torching them.

I think they might be drinking too many beers at the time of signing, and then deliberate over their new 'bad property'. It happens a lot.., then it will get burnt again if there's anything left to burn.
