This is a very tiny insect; it is called a frit fly or grass fly. They can usually be found in grass and are part of around 160 species of Family Chloropidae. It was so tiny that the only way I spotted it was because it was resting atop a single blade of grass, and I was sitting in one spot trying to spot different bugs, and it usually happens after a few minutes of calm; I will start to see more of the little world that wasn't as obvious a moment ago.
