Yes, individual contribution to the whole is of course important. It there were one single small tax that would likely cover most necessities. I'll have to look into how things were funded before taxes. That aspect of humanity is a bit sad, true, but I know that it's also had a lot of help from nefarious elements that operate in the shadows, playing the world like a game of chess, but they control both sides, at least they did.
