Voting does not necessarily mean the person will win. There has been cases of rigged elections.

If everyone goes to vote then rigging in voting is impossible and on the other hand, if it's happening then voting doesn't carry any value and in that case, I see no point in wasting the time of voters as everything is decided from earlier.
