Money is important but one piece of the puzzle. It comes down to compute (which does take money) and data. The latter cannot be bought.

they can buy data as well no? If anybody can do it, Elon will find the way lol
who knows there could be someone gathering that data. if nobody is then whoever does it can do it and they will make some serious $$$ if it's good data
