Governments trying to control AI was pretty much expected. Heck governments trying to control everything is pretty much normal, or maybe they consider their job. Sam Altman is probably feeling his competitors at his heel and is trying his best to weaken them. As you've said, other countries can and are probably developing their own AI. Hindering the companies in the US might not be to the government's best interest.
