It seems to me like they wanted to release LeoAI as soon as possible, and this was the easiest way to do it. It might need to get a lot more data to be a better chatbot, so they just went with a recommendation tool for now. If it can do its recommendations well, then it should encourage more people to read and interact more, and it should get better data faster.
