With the limited GPUs/compute and data, I don't think there will be a lot of companies that will join the AI race. So I don't really see many nations facing electricity problems. Sure there will be small companies that may train AI, but I doubt these will require as much as the big companies. For those smaller companies, they can use solar energy to supplement their requirements. A lot of the big malls in the Philippines already have their own solar setup.
For big companies, I've seen articles where they go to different areas that have wasted energy, and set up there. If the compute can be shared via cloud, then just tapping into a lot of these wasted energy places can supplement a lot of the needed energy.
