This is very interesting. I do agree that staked HP gives more than what the numbers say. There can be more interaction and voice when one has higher HP.

Yes, that is true for content creators who hold significant HP and don't delegate it away. Success attracts and always will. If the content is also good, that pretty much guarantees more engagement if the author cares about that and doesn't ignore it.
