I believe that most major manufacturers offer only Windows because of deals they have with Microsoft. They get it cheaper per copy if they are exclusive. Since most people want or need Windows anyway, this allows manufacturers to be more competitive. Offering other OS choices ends up making machines with Windows more expensive.

Having said that, I know some companies have offered Linux in the past. Not sure about currently, but Dell used to offer a Linux option on some of their business and enterprise machines.
