It seems in your strategy player has to sell YOUNG CITIZEN every time! In such condition liquidity issue will arises and price of the YOUNG CITIZEN in the market will go down due to continuous selling pressure. Let me know if I am wrong.
This has been the case for every entry level strategy I have presented. The value of Young Citizens may actually go up depending on whether new players begin to focus on training. Training as a strategy will encourage massive buying of buildings and cities that can train Young Citizens. The strategy presented is over time, but anyone could FastTrack this with investment.
