I gravely sorry for the flooding problems you encounter in your area. I hope it gets solved soon though that will remain a mere wish unless bad governance is evacuated. I know what it's like to have to deal with floods in your apartment. If the problem is far from being fixed maybe you should consider relocation to a safer part of the country where your life and properties don't have to be in constant danger because of floods?
