It is tough to work in big organisations when things are sub divided into much more granularity that most smaller organisations. This is exactly what Vincent faced when he landed a new job as the department manager in an MNC.
As a department manager, he needs to get his department metric in a good shape but he face loads of challenges to do so. While he tried to get things moving during weekly meetings, whenever he asked about something, close to 90% of the time, the response he will get is: "This is not my jurisdiction". And this got him stuck as his direct reports will just shirk of any responsibilities and mentioned that the item being asked is not handled by them.
1 month into the job, Vincent is getting really annoyed. He was hired to get things moving and manage the department so he knew he had to do something. Now, whenever he hears that phrase of not their jurisdiction, he will respond and say, "I am now making you own this and now it is your jurisdiction". With this change, he is getting everyone to be responsible of things and indeed there is a great shift in the atmosphere within the department and things started going up to speed and department metrics are looking healthier than ever.
