I believe that teachers shouldn't be employed based on certification alone as certificates can be easily gotten these days. They have to have the innate skill to back it up.

        Well it takes a while to learn about the skill a teacher posses, the only thing that can be used to evaluate every teacher at the point of employment is certificate.
