This was just bribe if not blatant extorsion masked as tip forcing people to give money first before receiving the service. The tips that I know was given after the service is done as a way of gratitude by the customer for an excellent work.

        Exactly, that is why I made emphasis on black and white, there are other sides to tipping than appreciating people for their service, there are people who outrightly demand it like a payment for their service.
