But do people get verified without doing the above?

Because for me to check, suggests you are not satisfied that my not fulfilling the protocol is the reason why I haven't been verified.

I don't even know where to check in the server for reasons outside the protocol.

And even the protocol, you answered only one of it pls. The sheet of paper one, is it not part of it?
