I would also like to say that I am actually also interested in the part where you stated " fostering a culture that values work-life balance and happiness. This is because living a life that aligns with your passion alone but leaving you with empty pockets will only end someone in frustration and regrets in the long run. Maybe if the system can be more balanced, people should be able to make a honest living from practicing their passions. Because I don't think your passion should put you in a place to suffer and starve. Just my humble opinion.
