Having a car per family may be a challenge especially if the couple work in different places, it is fine if it's just one person that works. But as the kids grows there will be need to increase. In my opinion I go for two cars maximum for each home as that will help in further management.

And for the family you talked about arguing about who uses the car and when, they just lack the basic understanding of things and it will take them returning to the drawing board to understand that.
