Your point are valid.
But it's just for obvious reasons that some people get checked up at the last minute, not really their wish but circumstances that are uncontrollable.
Imagine where one doesn't even have a place to sleep, don't know where is first or last meal will be, health will be the last thing in their minds, the goal will just be to survive at all cost.
