Plagiarism: This is an act of copying someone's content without the full credit to the owner that is without acknowledging the owner.
Plagiarism is also an act of taking credit for another person's work. Plagiarism can be in the form of text, images, words, ideas,s, etc without proper citing. This is highly prohibited on the hive and it attracts punishment.
Vote begging: This is an act of tagging a lot of people you don't know for votes on your post. Vote begging for a vote without quality contest which can lead to downvotes.
Post recycling: This is an act of taking an old post for a new post that is repeating an old post consistently. Engaging in this act can attract a penalty that is downvoted.

The use of tags is relevant because this is a part of the hive. It helps expose your post to the right people searching for content to curate. With the use of the right tags, your post can easily be accessible.
Tags connect your post to related topics and communities and it increases post visibility by curators. The right tag leads to upvotes, comments, reblogs, and delegation.
Yes, the abuse of tags may not attract votes because curators might find it difficult to access your post and this can lead to downvotes. Downvotes mean removing one's reward.
Misuse of tags also undermines the integrity of the post and it misleads curators searching for specific content. This attracts a penalty.
