My guess is that its something to do with Health and safety law or construction regulations due to it being a wooden building which would be counted as a temporary structure. Its just a shed, after all.

In the old days, even as a kid in school, bathroom were always built outside homes. I remember as a 5 or 6 year old in the early 1970's, if we wanted a pee during school in winter, we had to walk across the playground in the freezing cold to an outside toilet block and be fascinated by the steam rising as you stood facing the wall having a pee!

Ahhhh happy days!
