It raises soldiers for its legions by conscripting the citizens of the Mox Confederation and outlying settlements into compulsory service to the empire. Most are farmers, laborers, and tradesfolk with no desire to fight and die for a cause they have no belief in.
But fight and die they do, for the alternative is so much worse.
