They both go hand in hand. Most of the time, we need summoners and cards at the same levels. I have some good cards and it hurts not to have enough firepower to play them. Although they're only few.

I agree that it depends on what cards you have. It still helps to have both leveled up because the smallest difference could lead to a win.
