This is true that how we treat others is mostly learnt in the home. Sadly, those who bully others often do so because they are neglected or have some problems at home. Schools and teachers cannot control that, so I think that is why they sometimes do a little bit to try and teach their students that it is not right. I don't know if it helps much, however.
