From personal observations, frost is felt more from humidity. For example, when I was in Siberia, I went out at night to the porch of the house to smoke. I was too lazy to get dressed, so I went out almost naked. Slippers and shorts. That night the frost was -35 -37, but without wind. So I endured this frost much better than -15 in my native Volga region. The frost in Siberia is very dry, it feels completely different.)

Wow, -35 -37 must be tough. We've never had such temperatures here. There's a place in my country, where -35 -37 can happen, but not where I live. I guess all comes down to what you get used to.
I live in a place protected by the Carpathian mountains and here it's never windy. This is why I hate wind and whenever I go abroad wind drives me crazy.
