I'm not sure which politics is better... to be strict, or to leave it loose... When circumstances are hard, like in some Latin American countries, I suppose it's better to leave people to at least survive... Don't know about Africa and how strict are there... I suppose its not the same in all African countries?

        It's almost the same in all African countries. The government are crude and don't like any form of tech that they cannot understand, so they simply choose ban rather than trying to understand it.
