To the best of my knowledge NO, less someone else have an idea if it can be used for anything.
These plants seem to have no use other than prick people. How will it even be cut with all those spikes
This looks like prickly pear, which will grow fruits after flowering that taste a bit like apple. People in the Southwestern US and Mexico use them to make juice and jam.
Here's a photo of a small one I have at my house. The red 'fingers' growing off it are the fruit.
I'm not sure, I haven't studied their growth yet, but it probably needs some nutrient, or water. They can be very fussy about flowering, mine has only looked like this 3 times in 10 years.
