I had to emphasize more on the upbringing because a child could be born with lot of good genetic traits but as a result of bad upbringing or nurturing, the natural genetic traits will eventually go to waste. So it is not all about genetically engineering a child but also having what it takes to nurture a child in the most conducive environment.
