I think businesses and vending machines not taking most of the new coins was a huge detriment to them.

Yeah, but also if they had withdrawn the $1 note from circulation, vending machines would have been forced to adapt. Businesses too. But businesses can go along with it. Remember with the Sacagawea dollars, the mint went out and even partnered with Walmart to distribute the coins. But the Bureau of Engraving and Printing refused to go along with it and wouldn't withdraw the $1 note, so it that partnership with Walmart went to waste.

Ah, I didn't realize that is what happened to tank those dollar coins. They were pretty cool and I still have some kicking around here and there.
