Yes, people often have a change of heart and can sometimes fail to commit to something they've offered or even promised. As long as we know that this is a possibility and don't blindly deposit our hopes in other people, we'll be fine. There are many people who are helpful and reliable. When these people show up in my life, I like to treat them like a welcome surprise :)
