Interesting that it can only be upgraded to level 2 only. Is this the rule in Frontier?

        In Frontier, cards have half the maximum level of usual cards. Legendaries have max level of 4 normally. However, these cards can be used in Modern and they are essentially free if you fight in Frontier.
