This raise the question (sorry if I missed it in the article): how old should kids be before the subject is brought up by the parents?

It's okay, no need to apologize. The American association of Pediatrics recommends for sex education to start as early as age 5 or 6. But ideally, I believe age 8 is a more convenient time for every parent or guardian to begin educating the kids.
